Job Overview:
The Manager, Procurement & Contracts, is responsible for developing and managing the procurement strategy framework, ensuring cost efficiency, compliance, and operational effectiveness. As part of the Contracts Team, this role oversees vendor management, contract governance, and strategic procurement for international and local projects. A key focus is on building and servicing a strong vendor pool, negotiating contracts, and aligning procurement processes with legal and regulatory standards.
A Day in the Life:
Procurement (Primary Focus)
- Develop and execute procurement strategies that optimize cost, quality, and efficiency for large-scale projects and operations.
- Manage vendor pre-qualification, approvals, and performance reviews to ensure a reliable and competitive vendor pool.
- Lead sourcing, tender processes, and contract negotiations, ensuring compliance with procurement policies and legal regulations.
- Provide procurement expertise and consultancy support to local/overseas offices, enhancing procurement efficiency.
- Maintain an approved vendor list, continuously identifying new suppliers to drive business growth.
- Utilize Oracle/ERP systems to streamline procurement, financial processes, and reporting.
- Engage with government and regulatory entities on procurement policies and contracts.
Strategic Contract Management
- Work with the Head of Contracts Team to implement contract strategies, aligned with business objectives.
- Review, negotiate, and manage contracts, LOAs, and POs, ensuring risk mitigation and governance.
- Collaborate with legal and finance teams on due diligence, contract reviews, amendments, and complainces.
- Oversee contract performance, ensuring adherence to cost, quality, and timelines.
- Drive efficiency in procurement and contract workflows through digital tools and ERP systems.
- Establish contract reporting frameworks to track vendor reliability and procurement savings.
What We Are Looking For:
- Bachelor’s degree in Business Administration, Supply Chain Management, Finance, or a related field.
- At least 10-15 years of experience in procurement, contract management, or supply chain roles, preferably in a project-driven industry.
- Experience in Singapore’s procurement regulations, government-linked procurement, and regulatory compliance is an advantage.
- Regional procurement experience (ASEAN/APEC) is preferred, with exposure to cross-border vendor management, regulatory frameworks, and sourcing strategies.
- Strong expertise in vendor sourcing, cost management, regulatory compliance, and procurement governance.
- Experience in large-scale procurement projects and managing multi-vendor engagements.
- Understanding of supply chain management (SCM) to facilitate vendor interactions, particularly in manufacturing.
- Proficiency in Oracle, ERP systems, and digital procurement tools.
- Strong analytical, negotiation, and stakeholder management skills.
- Excellent communication skills, with the ability to convey complex procurement and contract matters clearly across all levels, including vendors, senior management, and cross-functional teams.
- Ability to collaborate effectively with finance, legal, and project management teams.
- Knowledge of government procurement regulations and industry best practices.
- Strong attention to detail with the ability to analyze contracts and procurement data effectively.
- Effective problem-solving and decision-making skills in complex procurement scenarios.
- Ability to work in fast-paced, dynamic environments while managing multiple stakeholders.
- Adaptability to new procurement technologies and evolving industry trends.
- Mobility to work in a standard office setting and operate office equipment, including computers.
- Strong IT proficiency is required, including expertise in procurement and contract management systems, as well as general business software and digital tools.
